This episode of the “Völkerrechtliche Tagesthemen” with the speaker Iris Anastasiadou will focus on the failure of the very core of the international legal framework to adequately address cyber-attacks, especially regarding the involvement of non-state actors.
The presenter evaluates sovereignty considerations, jurisdictional issues and state practice and will then highlight the hesitation to accept a uniform approach. Focusing then on examining whether under the current jus ad bellum regime, self-defense may be invoked in light of a cyber-attack launched by a state, or a non-state actor.
