The Goettingen Journal of International Law (GoJIL) dedicates its 10th Student Essay Competition to the topic
Artificial Intelligence and International Law: International Legal Perspectives on Technological Progress
When one considers Artificial Intelligence (AI), usually science fiction comes to mind. Yet, the impact of AI has gone far beyond influencing film and television. Today, algorithms for pattern recognition are used by online search engines, in criminal prosecutions and for automated voice and facial recognition. In the future, the impact of AI will be even bigger due to the use of selfdriving cars and the rise of Big Data.
The progress and scope of AI raises legal questions for individual States but also across the international community, including corporations and organizations. Therefore, many questions that concern the regulation of the use of AI need to be answered today, including, but not limited to, the following:
- Actors: Who are the relevant actors when it comes to AI? Should AI itself be regarded as an actor and even be accorded legal personality?
- Legal Regimes: Which are the relevant legal regimes which govern or are supposed to govern AI?
- AI and a Human International Order: What are the challenges posed by AI to a human international legal order from a legal philosophical perspective?
- Accountability: Which concepts of accountability are suitable for addressing these challenges?
We welcome papers which critically engage with these or related research questions and make an innovative contribution to the discussion on legal principles and rules addressing AI in the international context. Papers with a doctrinal, theoretical and interdisciplinary focus are equally welcome.
The GoJIL invites you to actively take part in the scientific discourse. The deadline for submission is 1st July 2020. The maximum word count is 5000 words (excluding footnotes).
